The Commission was established as the result of a motion put to the Synod of the Diocese of Perth in 1983. The motion to Synod provided the Commission with its Charter.

The first meeting was held in early 1984, with Bishop Michael Challen in the chair. In 1989, the Commission became a provincial body when the Bishops of the Diocese of Bunbury and the Diocese of North West Australia agreed to the appointment of representatives by their Synods.
